ICMM encourages the Natural Resource Charter to build on existing research

ICMM has called on the Natural Resource Charter to incorporate the findings and lessons learnt from its own extensive research on mining and development, in an official submission made today.

There is strong alignment between ICMM’s work and principles and the objectives of the Charter, which consists of a set of economic principles for governments and societies on how to best manage the opportunities created by natural resources for development.

ICMM has conducted seven years of research on this topic and has developed a large body of case studies and corresponding analytical frameworks.

ICMM’s input -- submitted as part of an annual consultation and revision process -- argues that ICMM’s analytical tools and findings are critical to the Charter’s objective of developing a comprehensive framework for enhancing socio-economic benefits of natural resource extraction.

It makes particular reference to three key findings of ICMM’s long-running program of research:

1)   the imbalance between national and community level distribution of costs and benefits are central to the controversies surrounding mining

2)   “good governance” is too complex to be understood as a narrow top-down concept

3)   no stakeholder can "go it alone".

The paper then highlights suggestions of how the Charter could be usefully amended, including:

-      more explicit attention to issues of community engagement and participation, not only the role of central government

-      clear recognition of the role of multi-stakeholder partnerships as a fundamental element of any development strategy

-      looking more explicitly to the needs of the mining industry

-      building on the tools outlined in ICMM’s Mining: Partnerships for Development Toolkit.

Detailed recommendations are issued in the submission. While ICMM finds most of the Charter to be consistent with ICMM’s findings, the comments provided are not an endorsement of the elements that we do not comment on.   

The Natural Resource Charter is an initiative of a small group of independent economists, lawyers and political scientists assembled by Professor Paul Collier (University of Oxford) and the Revenue Watch Institute under an Oversight Board composed of distinguished international figures.
