InBrief: Fugitive methane emissions in coal mining

This InBrief outlines specific challenges in regulating unintended or fugitive methane emissions from coal mines.

It offers a systematic overview of how fugitive methane emissions arise and the difficulties associated with measuring, capturing or mitigating them. It reviews the relevant environmental and safety implications, current efforts to address them, as well as the technological and practical limitations in doing so.

It was developed in response to the Australian government’s decision to introduce a new carbon pricing policy that includes such emissions for the first time. However it can be useful for all policy makers considering the regulation of fugitive emissions in coal mining regions or countries.
