Risk assessment approach to mine safety

The Chinese State Administration for Work Safety hosted a fourth meeting aimed at improving safety at Chinese coal mines in Beijing on 2-3 April. The International Labour Organization (ILO) helped to organize the meeting, which was attended by ICMM, the International Federation of Chemical, Energy, Mine and General Workers' Unions (ICEM) and a variety of Chinese participants.

The focus of the meeting was to promote a risk assessment approach to mine safety. It was the latest output of the ICMM/ICEM/ILO joint dialogue with the Chinese government on mine safety that began in 2004.

The official annual fatality rate in China's coal mines has been 5000 - 7000 lives lost, though the actual number is believed to be much higher. When adding the number of people with occupational injuries and diseases, the extent of the problem to be addressed becomes apparent.

Anglo American's Mitch Jakeman, representing ICMM, presented the business case for risk assessment. The meeting also included an introduction to risk assessment concepts from Australian health and safety trainer Jim Knowles, who was aided by engineers from the Thai company BANPU, which operates a coal mine in China through a joint venture with the government.
